the date of enactment of this section, the Secretary

shall submit to the Committee on Transportation

and Infrastructure of the House of Representatives

and the Committee on Environment and Public

Works and the Committee on Commerce, Science,
21
and Transportation of the Senate a report that—
22
‘‘(A) lists the offices eliminated under
23
paragraph (1) and provides the rationale for
24
elimination of the offices;
