‘‘(3) The Secretary may make a grant to a State or
5
Indian tribe under paragraph (1) of this subsection only
6
if—
7
‘‘(A) the State or Indian tribe certifies that the
8
total amount the State or Indian tribe expends (ex-
9
cept amounts of the Federal Government) for the
10
purpose of the grant will at least equal the average
11
level of expenditure for the last 5 years; and
12
‘‘(B) any emergency response training provided
13
under the grant shall consist of—
14
‘‘(i) a course developed or identified under
15
section 5115 of this title; or
16
‘‘(ii) any other course the Secretary deter-
17
mines is consistent with the objectives of this
18
section.

‘‘(4) A State or Indian tribe receiving a grant under
20
this subsection shall ensure that planning and emergency
21
response training under the grant is coordinated with ad-
22
jacent States and Indian tribes.
23
‘‘(5) A training grant under paragraph (1)(C) may
24
be used—
25
‘‘(A) to pay—
