‘‘(1) an assessment of the condition and per-

formance of the National Multimodal Freight Net-
3
work;
4
‘‘(2) forecasts of freight volumes for the suc-
5
ceeding 5-, 10-, and 20-year periods;
6
‘‘(3) an identification of major trade gateways
7
and national freight corridors that connect major
8
population centers, trade gateways, and other major
9
freight generators;
10
‘‘(4) an identification of bottlenecks on the Na-
11
tional Multimodal Freight Network that create sig-
12
nificant freight congestion, based on a quantitative
13
methodology developed by the Secretary, which shall,
14
at a minimum, include—
15
‘‘(A) information from the Freight Anal-
16
ysis Framework of the Federal Highway Ad-
17
ministration; and
18
‘‘(B) to the maximum extent practicable,
19
an estimate of the cost of addressing each bot-
20
tleneck and any operational improvements that
21
could be implemented;
22
‘‘(5) an assessment of statutory, regulatory,
23
technological, institutional, financial, and other bar-
24
riers to improved freight transportation perform-
