RANT FLEXIBILITY

‘‘(i) I
.—If, by August 1 of
N GENERAL

each fiscal year, the Secretary determines
6
that there are not enough grant applica-
7
tions that meet the requirements described
8
in subparagraph (C) to carry out this sec-
9
tion for a fiscal year, the Secretary shall
10
transfer to the programs specified in clause
11
(ii)—
12
‘‘(I) any of the funds reserved for
13
the fiscal year under subparagraph (I)
14
that the Secretary has not yet award-
15
ed under this paragraph; and
16
‘‘(II) an amount of obligation
17
limitation equal to the amount of
18
funds that the Secretary transfers
19
under subclause (I).

‘‘(ii) P
