making a grant for a project under this section, the

Secretary shall notify, in writing, the Committee on
4
Transportation and Infrastructure of the House of
5
Representatives and the Committee on Environment
6
and Public Works of the Senate of the proposed
7
grant. The notification shall include an evaluation
8
and justification for the project and the amount of
9
the proposed grant award.

‘‘(2) C
.—The Sec-
ONGRESSIONAL DISAPPROVAL

retary may not make a grant or any other obligation
12
or commitment to fund a project under this section
13
if a joint resolution is enacted disapproving funding
14
for the project before the last day of the 60-day pe-
15
riod described in paragraph (1).’’.
