‘‘(ii) gross mismanagement with re-

spect to funds or programs transferred to
17
the Indian tribe under the compact or
18
funding agreement, as determined by the
19
Secretary in consultation with the Inspec-
20
tor General of the Department, as appro-
21
priate.
