retary may cease to provide additional grant

funds to a recipient of a grant under this para-

graph if—

‘‘(i) the Secretary determines from

such recipient’s report that the recipient is

not carrying out the requirements of the

grant; and

‘‘(ii) the Secretary provides written
20
notice 60 days prior to withholding funds
21
to the Committee on Transportation and
22
Infrastructure of the House of Representa-
23
tives and the Committee on Environment
24
and Public Works of the Senate.
