may deduct from amounts made available under para-

graphs (1), (2), and (4) of subsection (a) for that fiscal

year not more than 1.50 percent of those amounts for
18
partner training and program support in that fiscal year.

The Secretary shall use at least 75 percent of those de-
20
ducted amounts to train non-Federal Government employ-
21
ees and to develop related training materials in carrying
22
out such programs.
