grant for the acquisition of a base-model bus for use

in public transportation may be not more than 85

percent of the net project cost.’’;

(3) in subsection (j)—

‘‘(C) when procuring rolling stock (includ-

ing train control, communication, and traction

power equipment) under this chapter—

‘‘(i) the cost of components and sub-

produced
in
the

States—

‘‘(I) for fiscal years 2016 and

2017, is more than 60 percent of the
16
cost of all components of the rolling
17
stock;

‘‘(II) for fiscal years 2018 and
19
2019, is more than 65 percent of the
20
cost of all components of the rolling
21
stock; and
22
‘‘(III) for fiscal year 2020 and
23
each fiscal year thereafter, is more
24
than 70 percent of the cost of all com-
25
ponents of the rolling stock; and
