to the Secretary on elements for inclusion in a grad-

uated commercial driver’s license pilot program that

would allow a novice licensed driver between the

ages of 19 years and 6 months and 21 years to safe-

ly operate a commercial motor vehicle in a limited
21
capacity in interstate commerce between States that
22
enter into a bi-State agreement.
