SEC. 1106. SURFACE TRANSPORTATION BLOCK GRANT PRO-

GRAM.

(a) F
.—Congress finds that—

(1) the benefits of the surface transportation
11
block grant program accrue principally to the resi-
12
dents of each State and municipality where the
13
funds are obligated;
14
(2) decisions about how funds should be obli-
15
gated are best determined by the States and munici-
16
palities to respond to unique local circumstances and
17
implement the most efficient solutions; and
18
(3) reforms of the program to promote flexi-
19
bility will enhance State and local control over trans-
20
portation decisions.
