SEC. 1103. DEFINITIONS.

Section 101 of title 23, United States Code, is

amended—

(1) by striking paragraph (29);

(2) by redesignating paragraphs (15) through
21
(28) as paragraphs (16) through (29), respectively;

and
23
(3) by inserting after paragraph (14) the fol-
24
lowing:
