days after the date on which such determination is made,

the Secretary shall submit to the Committee on Transpor-

tation and Infrastructure of the House of Representatives
13
and the Committee on Commerce, Science, and Transpor-
14
tation of the Senate written notification that—
15
(1) explains why such deadline cannot be met;
16
and
17
(2) establishes a new deadline for completion of
18
the relevant requirements.
