the 41,000-mile comprehensive primary freight

network developed by the Secretary under sec-

tion 167(d) as in effect on the day before the

date of enactment of the Surface Transpor-

tation Reauthorization and Reform Act of

2015; and

segments designated by the States under sub-

Reauthorization and Reform Act of 2015, each

State, in consultation with the State freight advisory
16
committee, may increase the number of miles des-
17
ignated as part of the National Highway Freight
18
Network by not more than 10 percent of the miles
19
designated in that State under subparagraphs (A)
20
and (B) of subsection (c)(2) if the additional miles—
21
‘‘(A) close gaps between segments of the
22
National Highway Freight Network;
23
‘‘(B) establish connections from the Na-
24
tional Highway Freight Network to critical fa-
25
cilities for the efficient movement of freight, in-
