(1) in paragraph (4)—

(A) in subparagraph (D) by striking ‘‘and’’

at the end;

(B) in subparagraph (E) by striking the

period and inserting ‘‘; and’’; and
10
(C) by adding at the end the following:

‘‘(F) the State has approved enabling leg-
12
islation required for the project to proceed.’’;
13
(2) by redesignating paragraphs (6) through
14
(8) as paragraphs (7) through (9), respectively; and
15
(3) by inserting after paragraph (5) the fol-
16
lowing:
