‘‘(A) make available for programs author-

ized from such account for the budget year a

total amount equal to—

‘‘(i) the amount otherwise authorized
7
to be appropriated for such programs for
8
such budget year; minus

‘‘(ii) an amount equal to such dif-
10
ference; and

‘‘(B) apply the total adjustment under sub-
12
paragraph (A)(ii) to each of such programs in
13
accordance with subsection (c).
