reau shall provide technical assistance to the State

cilities, including assistance in performing a value

for money analysis or comparable analysis.

IXED GUIDEWAY TRANSIT PROCEDURES

.—Not later than 1 year after the date of
REPORT

enactment of this section, the Secretary shall submit
13
to the Committee on Transportation and Infrastruc-
14
ture of the House of Representatives and the Com-
15
mittee on Banking, Housing, and Urban Affairs of
16
the Senate a report that—

‘‘(A) evaluates the differences between tra-
18
ditional design-bid-build, design-build, and pub-
19
lic-private
partnership
procurements
for
20
projects carried out under the fixed guideway
21
capital investment program authorized under
22
section 5309;

‘‘(B) identifies, for project procured as
24
public-private partnerships whether the review
25
and approval process under the program re-
