amended to read as follows:

‘‘(10) M
.—The term
ASTER CREDIT AGREEMENT

‘master credit agreement’ means a conditional agree-
15
ment to extend credit assistance for a program of re-
16
lated projects secured by a common security pledge
17
(which shall receive an investment grade rating from
18
a rating agency prior to the Secretary entering into
19
such master credit agreement) under section
20
602(b)(2)(A), or for a single project covered under
21
section 602(b)(2)(B) that does not provide for a cur-
22
rent obligation of Federal funds, and that would—
23
‘‘(A) make contingent commitments of 1 or
24
more secured loans or other Federal credit in-
25
struments at future dates, subject to the avail-
