shall evaluate and rate the project in accord-

ance with paragraphs (4) and (5) and subpara-

graph (A) of this paragraph upon completion of

the analysis required under the National Envi-

ronmental Policy Act of 1969 (42 U.S.C. 4321

et seq.).’’;

(2) in subsection (l)—

(A) in paragraph (1) by striking ‘‘80 per-

cent’’ each place it appears and inserting ‘‘50
