SEC. 5303. PRIORITIZING STATUTORY RULEMAKINGS.

Safety Administration shall prioritize the completion of

each outstanding rulemaking required by statute before
19
beginning any other rulemaking, unless the Secretary de-
20
termines that there is a significant need for such other
21
rulemaking.
