.—The Secretary may make a

grant under this section to the following:

‘‘(A) A State or group of States.
15
‘‘(B) A metropolitan planning organization
16
that serves an urbanized area (as defined by
17
the Bureau of the Census) with a population of
18
more than 200,000 individuals.
19
‘‘(C) A unit of local government.
20
‘‘(D) A special purpose district or public
21
authority with a transportation function, includ-
22
ing a port authority.
23
‘‘(E) A Federal land management agency
24
that applies jointly with a State or group of
25
States.
