ronmental laws for—

‘‘(i) the National Environmental Pol-

icy Act of 1969 (42 U.S.C. 4321 et. seq.);

‘‘(ii)
such
provisions
of
sections

109(h), 128, and 139 related to the appli-
17
cation of that Act that are under the au-
18
thority of the Secretary, as the Secretary,
19
in consultation with the State, considers
20
appropriate; and
21
‘‘(iii) related regulations and Execu-
22
tive orders; and
23
‘‘(B) substitution of 1 or more State envi-
24
ronmental regulations for—
