(a) for a fiscal year for the Highway Account or the

Mass Transit Account is greater than zero, the Sec-

retary shall on October 1 of the budget year of that

submission—

‘‘(A) make available for programs author-
11
ized from such account for the budget year a
12
total amount equal to—
13
‘‘(i) the amount otherwise authorized
14
to be appropriated for such programs for
15
such budget year; plus
16
‘‘(ii) an amount equal to such dif-
17
ference; and
18
‘‘(B) distribute the additional amount
19
under subparagraph (A)(ii) to each of such pro-
20
grams in accordance with subsection (c).
