(A) the working group shall make the rec-

ommendations described in paragraph (1); and

(B) the Secretary shall publish the rec-

ommendations on a publicly accessible Internet

Web site of the Department.

on which the working group makes its recommendations

under subsection (c)(2), the Secretary shall issue a report

to Congress on the implementation of such recommenda-

tions.
