ment under section 402 for fiscal year 2009, except

that the amount of a grant awarded to a State for

a fiscal year may not exceed 25 percent of the

amount apportioned to the State under such section

for fiscal year 2009.’’;

(2) in paragraph (4) by adding at the end the
21
following:
