more entities specified in subsection (c)(1) may combine,

pursuant to an agreement entered into by the entities, any

part of the amounts provided to the entities from grants

under this section for a project for which the relevant

grants were made if—

‘‘(1) the agreement will benefit each entity en-
11
tering into the agreement; and

‘‘(2) the agreement is not in violation of a law
13
of any such entity.

withstanding any other provision of law, a freight project

carried out under this section shall be treated as if the
17
project is located on a Federal-aid highway.

‘‘(l) TIFIA.—Upon the request of an entity specified
19
in subsection (c)(1), the Secretary may use grant amounts
20
awarded to the entity under this section to pay subsidy
21
and administrative costs necessary to provide the entity
22
Federal credit assistance under chapter 6 of this title with
23
respect to the project for which the grant was awarded.
