‘‘(A) by serving as the Department’s liai-

son to the Council on Environmental Quality;

‘‘(B) by coordinating Department-wide ef-

forts to improve the efficiency and effectiveness

of the environmental review and permitting

process;

‘‘(C) by coordinating Department efforts
23
under section 139 of title 23;

‘‘(D) by supporting modernization efforts

at Federal agencies to achieve innovative ap-
