(A), by striking ‘‘an eligible State, as defined in

subsection (e),’’ and inserting ‘‘a recipient’’;

and
19
(B) in subparagraph (D)—

(i) by striking the period and insert-
21
ing ‘‘; or’’; and
22
(ii) by inserting at the end the fol-
23
lowing:

‘‘(E) withholding not more than 25 percent
25
of financial assistance under section 5307’’; and
