.—The Secretary may make discretionary

grants to and enter into cooperative agreements with

States, local governments, federally recognized In-

dian tribes, other political jurisdictions as necessary,

and any person to carry out high priority activities
17
and projects that augment motor carrier safety ac-
18
tivities and projects planned in accordance with sub-
19
sections (b) and (c), including activities and projects
20
that—
21
‘‘(A) increase public awareness and edu-
22
cation on commercial motor vehicle safety;
23
‘‘(B) target unsafe driving of commercial
24
motor vehicles and noncommercial motor vehi-
