immediate and long-range planning activities and invest-

ments of the State with respect to freight.

‘‘(b) P

.—A freight plan described in

subsection (a) shall include, at a minimum—

‘‘(1) an identification of significant freight sys-
14
tem trends, needs, and issues with respect to the
15
State;
16
‘‘(2) a description of the freight policies, strate-
17
gies, and performance measures that will guide the
18
freight-related transportation investment decisions of
19
the State;
20
‘‘(3) a description of how the plan will improve
21
the ability of the State to meet the national freight
22
goals described in section 70101;
23
‘‘(4) evidence of consideration of innovative
24
technologies and operational strategies, including in-
