and registration information systems manage-

ment under section 31106(b)—

‘‘(i) for entities not responsible for

submitting the plan under subsection (c);

or

‘‘(ii) for entities responsible for sub-
16
mitting the plan under subsection (c)—
17
‘‘(I) before October 1, 2020, to
18
achieve compliance with the require-
19
ments of participation; and
20
‘‘(II) beginning on October 1,
21
2020, or once compliance is achieved,
22
whichever is sooner, for special initia-
23
tives or projects that exceed routine
24
operations required for participation;
