poses of safety, and system management, taking into

further consideration system performance and cost;

prove the Interstate System.

.—In carrying out the study, the
ONSULTATION

Transportation Research Board—
11
(1) shall convene and consult with a panel of
12
national experts, including operators and users of
13
the Interstate System and private sector stake-
14
holders; and
15
(2) is encouraged to consult with—
16
(A) the Federal Highway Administration;
17
(B) States;
18
(C) planning agencies at the metropolitan,
19
State, and regional levels;
20
(D) the motor carrier industry;
21
(E) freight shippers;
22
(F) highway safety groups; and
23
(G) other appropriate entities.
