(i) if the number is greater than 0,

the Secretary shall subtract the number

from the amount in subparagraph (A); or

0, the Secretary shall calculate the mainte-

nance of effort using the methodology in

subparagraph (A).

fiscal year that the Secretary implements a new

allocation formula for the motor carrier safety

assistance program under this subtitle, the Sec-
