‘‘(P) provides that the State has estab-

lished and dedicated sufficient resources to a

program to ensure that—

‘‘(i) the State collects and reports to
14
the Secretary accurate, complete, and
15
timely motor carrier safety data; and
16
‘‘(ii) the State participates in a na-
17
tional motor carrier safety data correction
18
system prescribed by the Secretary;
19
‘‘(Q) ensures that the State will cooperate
20
in the enforcement of financial responsibility re-
21
quirements under sections 13906, 31138, and
22
31139 and regulations issued under those sec-
23
tions;
24
‘‘(R) ensures consistent, effective, and rea-
25
sonable sanctions;
